Was the Don Killuminati really completed B4 2Pac died?

i'm not sure that the CD was really finished B4 he died. in the song Life of An Outlaw theres a part where Napolean says "Ay yo Makaveli, giv me them bullets that was left up in your belly, n let me bust back 2 them n****z, til they cold n sweaty". that makes me think not all of this CD was finished B4 he died. wat u think?
